Until a few months ago, 4-year-old Jessica Flores lived in a one-bedroom apartment with five siblings, an infant cousin and her parents, Santiago and Guadalupe Flores. The nine family members now occupy a new four-bedroom apartment at Villa Cesar Chavez, built specifically for farmworkers by the nonprofit Cabrillo Economic Development Corp. Most of the county's farmworkers are not so fortunate, enduring crowded and substandard living conditions.
